Terms of Service

1. Acceptance of Terms

By accessing and using the Disbursement Management System (DMS), you agree to be bound by these Terms of Service. Access is restricted to authorized personnel of the Regional Finance Unit 9 and affiliated Finance sections.

2. Authorized Use

DMS is intended exclusively for official government finance operations. Users must:

  • Use the system only for authorized disbursement management activities
  • Maintain the confidentiality of their login credentials
  • Enable Two-Factor Authentication when prompted for security compliance
  • Report any unauthorized access or security incidents immediately
  • Not share account credentials with any other person

3. User Roles and Responsibilities

Users are assigned roles (Administrator, Supervisor, Encoder) that determine their level of access. Each user is responsible for all actions performed under their account and must operate within the boundaries of their assigned role.

4. Data Accuracy

Users are responsible for the accuracy of all data entered into the system, including personnel records, disbursement amounts, and fund type classifications. Intentional entry of false or misleading data is a violation of these terms and may result in disciplinary action.

5. System Availability

We strive to maintain system availability but do not guarantee uninterrupted access. Scheduled maintenance windows will be communicated in advance. The system may be temporarily unavailable due to maintenance, updates, or circumstances beyond our control.

6. Intellectual Property

The DMS application, its design, code, and documentation are the property of Regional Finance Unit 9. Unauthorized reproduction, distribution, or modification of the system is prohibited.

7. Limitation of Liability

The DMS is provided "as is" for internal government use. While every effort is made to ensure data integrity and system reliability, Regional Finance Unit 9 shall not be held liable for any damages arising from system downtime, data discrepancies caused by user error, or unauthorized access resulting from user negligence.

8. Account Termination

Accounts may be deactivated by system administrators upon separation from service, role change, or violation of these terms. Users will be notified prior to account deactivation when possible.

9. Modifications

These terms may be updated periodically. Continued use of the system after modifications constitutes acceptance of the updated terms.
